Startup Manager is not supported in Ubuntu 12.04 LTS but there is a better alternative to startup manager in Ubuntu 12.04 LTS named is ‘Grub Customizer’.
You can easily install Grub Customizer in Ubuntu 12.04 LTS by the command given below one by one.
sudo add-apt-repository ppa:danielrichter2007/grub-customizer
sudo apt-get update
sudo apt-get install grub-customizer
After installing you can search Grub Customizer in Applications and modify the boot time , font , and background image etc.
